The short answer

Cabinet Resolution No. 738 of 24 November 2025, effective from 26 February 2026, is the main registration framework. It places medical devices into four risk classes and provides two principal routes: the general national procedure and registration by recognition. Applications are handled within the Ministry of Health system by the Center for Pharmaceutical Product Safety and are filed electronically through DARMON.

Every commercial project should therefore start with a documented answer to three questions: Is the product regulated as a medical device? What is its Uzbek risk class? Does its existing foreign authorization qualify it for recognition?

1. Confirm that the product is a medical device

Uzbekistan's definition covers instruments, equipment, devices, systems, and software intended for medical purposes such as prevention, diagnosis, treatment, rehabilitation, monitoring, or supporting physiological functions. A central distinction is that the product's main intended action is not pharmacological, immunological, or metabolic.

Medical software may qualify whether it works independently or interacts with another device. That makes intended use, claims, software function, and clinical context important classification evidence—not merely marketing language.

Some narrow exemptions exist for specified custom-made products, non-standalone IVD components, research or clinical-investigation imports, exhibitions, and certain humanitarian or Ministry-ordered supplies. These exceptions should not be treated as a general route for commercial market entry.

2. Match the risk class to the registration timeline

Resolution No. 738 uses four safety classes. Higher risk generally brings deeper technical and clinical scrutiny, a longer base review period, and a greater chance that local testing or manufacturing assessment will affect the project plan.

These are statutory review periods, not guaranteed end-to-end calendar durations. Time used to correct filing deficiencies, authenticate foreign certificates, conduct clinical investigations, or complete a manufacturing inspection is excluded from the clock. 3. General registration or recognition?

The general route is the default when a device does not meet the recognition conditions. It can include preliminary review, laboratory testing, specialized expert evaluation, clinical investigation where required, assessment of manufacturing conditions, and a final registration decision.

Recognition is available for devices covered by qualifying authorizations from the foreign bodies expressly listed in Resolution No. 738, including the US FDA, EU bodies authorized to issue CE certificates, Japan's PMDA, Korea's MFDS, and the UK's MHRA. The regulation also names EMA. Eligibility must be confirmed against the exact device, models, manufacturer, production sites, authorization status, and supporting documents.

Recognition normally avoids the local laboratory-testing, clinical-investigation, and manufacturing-inspection stages and carries the 15-working-day review period. It does not convert a foreign certificate into automatic Uzbek market access. 4. What the Center evaluates under the general route

The assessment is broader than a certificate check. The technical dossier must tell one consistent story about the device, its intended use, models, manufacturer, evidence, labeling, and quality system.

Laboratory testing and specialized expert review generally follow successful primary examination. The Center may then determine whether clinical investigation is required and whether production conditions must be inspected against Uzbekistan's national standard harmonized with ISO 13485.

  • Application, representative authority, and electronically signed submission files.
  • Device description, intended use, variants, components, GMDN and UDI information where available.
  • Design, manufacturing process, applicable standards, risk management, verification, and validation.
  • Product-specific evidence for sterility, shelf life, biological safety, IVD performance, or software and cybersecurity.
  • Clinical safety and performance evidence appropriate to the class and device characteristics.
  • Labeling and instructions for use in the required languages.
  • A valid ISO 13485 certificate, declaration of conformity, market-authorization evidence, and applicable inspection records.

5. Where registration projects lose time

  • Using different device names, models, software versions, intended uses, or manufacturing sites across certificates and technical documents.
  • Assuming any CE-marked product automatically qualifies for recognition without checking the issuing body, scope, status, and exact product coverage.
  • Submitting foreign authorization documents that cannot be authenticated through public sources or a regulator response.
  • Treating an ordinary Class I exemption as if it also covered sterile, measuring, or invasive Class I devices.
  • Omitting product-triggered evidence for sterilization, stability, biological materials, IVD performance, or cybersecurity.
  • Providing an expired or incomplete ISO 13485 certificate, or one whose scope does not cover the relevant site and device family.
  • Leaving a deficiency response incomplete. The specialized-review cure period is 60 working days, but the clock stops while the applicant responds.
  • Grouping models or modifications that are not supported by the same evidence. A material failure affecting one claimed version can put the wider group at risk.

6. Registration is a lifecycle obligation

A successful application results in an Uzbek registration certificate with a five-year validity period. Approval is not the end of regulatory responsibility. The certificate holder must continue to support product quality, safety, and performance; monitor adverse events; and notify the Center of relevant changes and safety-related restrictions in other markets.

Changes to manufacturing sites, specifications, software, labels, packaging, or other registered particulars should be assessed before implementation. Renewal preparation should begin early enough to reconcile those changes, update post-market evidence, and collect any required local clinical-use conclusions.
